Linking file specifications with the factsheet rules. Please explain the process #46

As per the new file changes in mobility API, file specification should match with the Factsheet rules. I understand the change but not able to understand how it will work in real world without issues. Can someone explain full process?

Short answer:

  1. HEI A gets factsheet from HEI B.
  2. HEI A knows what are HEI's B extra requirements imposed on students who want to go to HEI B.
  3. HEI A gathers required documents from a student during the application process.
  4. After nominating the student for outgoing mobility to HEI B, HEI A sends gathered documents with the nomination.
  5. If HEI B does not get expected documents, it may decide to reject the nomination.

Does it mean that sending institution should not be allowed to send nominations when all the factsheet requirements are not met? Or does it mean that the receiving institution should automatically reject the nomination? Or it means that meeting the factsheet requirement will ensure less of to-and-fro and decision is up to the receiving institution?

It up to the sending and up to the receiving what will be done with such nomination.

No, it up to the receiving how such nomination will be handled.

Or it means that meeting the factsheet requirement will ensure less of to-and-fro and decision is up to the receiving institution?

In my opinion the decision is still to the recevining. May by instead of 3 documents there is only one in nomination but the student can be accepted becasue there are no more candidates.

ok .. what is the recommendation from DGAC on this? Should it be left to the individual universities or it needs to be enforced by the service providers?

Nomination requirements are meant to inform partner institutions and allow them to prepare beforehand, so as to avoid duplication of work, ie send incorrect/incomplete nominations and then send them once again. So, it is up to HEIs to decide whether they will provide this info and consequently service providers should be able to provide this option to their clients.
