Remove the additional-requirement element

I suggest that the pull request for version 3 of this API include the removal of the additional-requirement element because asking for additional documents at the nomination stage is:

• Against the overall narrative of DG EAC that nominations are being simplified and that only a minimal amount of data will be sent to the receiving partner.
• Directly contradicts the fact that for example the nominee-language-skill element has been removed. So the receiving institution does not need to know the level of student's language skills but at the same time may require a language certificate?
• There was no question in the user survey on nominations regarding these documents.
• This requirement has not been included in the MBR.

My understanding is that these documents should be part of the application process and not part of the nomination process. The receiving institution can ask students to provide these documents in their application, i.e. outside EWP. IROs of the sending institution won't lose time gathering these documents from students on behalf of the receiving institution.

This approach will also solve the issue, which I described at https://github.com/erasmus-without-paper/ewp-specs-api-factsheet/issues/6 - We will not have to devise ways to define the set of relevant documents for each mobility type and acvitity type (and possibly for other parameters as well).

Dear Janina, from the admin POV. We do not want any documents at this stage and would be happy if we are not overburdent by them. I agree totally with Jiri here.
