Adding new stats endpoint for outgoing LAs. For discussions refer to https://github.com/erasmus-without-paper/ewp-specs-api-omobility-las/issues/37

There's one new thought after dealing with CHANGELOG and looking at changes I made at "ewp-specs-architecture" repo. There we switched from MUST to SHOULD when talking about implementing stats endpoints, at least until major version bump. Should we do the same here in README.md when talking about stats endpoint?
