Allow processing Dolby Vision profiles without NLQ.
I've updated the header and I've been told this should be enough to build and dynamically link to dovi.dll.
Of course it would be better to statically link, as was done in https://github.com/Asd-g/DoViBaker.

It's likely some things break when the RPU is not profile 7, but I've only tested processing frames with AVS+. Not the CLI util, LUTs or tone mapping.
