Add a template for the creation of new ItemTypes

When creating a new ItemType (sometimes I need one or two for testing purposes), you always have to go through the Administration Interface and set the TOC Access, CanAdd and Permissions. Please add the following to the AML Cookbook with the label "New ItemType"
