The next step in the interpretation logic separation, this lays groundwork for moving the interpretation tree-parsing code into a plugin.

Moves the current "regtext" parsing logic into a "gpo_cfr" module (to distinguish from, e.g. ecfr)
Uses plugins to describe the top-level parsing tools for gpo_cfr documents
Fixes a long-standing bug (18F/fec-eregs#323) around mixing subparts and sections without subparts

The majority of the line count comes from updating the test data for FEC

This is a big'n, but it doesn't look like it's causing issues. I'm going to merge.
