Add a handful of flake8 plugins

Plugins:

flake8-blind-except: don't allow a except with no exception type
flake8-builtins: don't allow variables, params, etc. to shadow builtin names
flake8-comprehensions: encourage set/list/etc. comprehensions
flake8-isort: use isort for standard import order
flake8-pep3101: don't allow modulo string formatting
flake8-print: don't allow print statements
flake8-string-format: checks for string formatting
flake8-tuple: don't allow vars with a trailing comma (which would create a tuple)
pep8-naming: follow variable/function naming conventions

Also updates AMDPARser to use the attr library.

This currently fails ATF and EPA due to unrelated issues.
