The Thomson scattering diagnostic offers a method by which to infer plasma parameters such as n_e, T_e. This approach uses the form factor equations to estimate those plasma parameters by fitting to observed Thomson scattering spectra.

Main change is getting rid of haiku and making the forward pass and fitting code more accessible
Got rid of the neural reparameterizer for now but it can always be put back in
Simplified parameter management
Added a readthedocs skeleton

Okay all done. There's a few things we should address in future PRs

those are

command line defaults
add to readthedocs
sigmas for multi species
refactor best_weights, raw_weights

this is 1k lines already and it is passing tests
