Alt + <up arrow key> is not functioning correctly on GNU Emacs 24.3.91 and 24.4.50 #285

If I press Alt + up arrow key on GNU Emacs 24.3.91 or 24.4.50 the line moves only one line up and if I press it again the line will return to its primary position.

Alt + down arrow key functions correctly.
