Fix CI release workflow to build x86_64 binaries for glibc 2.28 (RHEL8) #252

Now, with ubuntu_18.04 gone, using ubuntu_20.04 produces builds that requires "too fresh" glibc (2.29) on RHEL8 (2.28).
