External relish projects do not have shared relish pl public key #77

An external relish project has a relish directory which does not include the 
relish distribution.

If such a project tries to download artifacts from the Internet, it gets an 
error saying it doesn't have the public key. This means relish can't verify the 
downloaded artifact.

Need to place shred relish pl public key pem at root level of shared.relish.pl 
server, and make relish go get it and install it in the external project 
directory tree if it doesn't find it there.

they now can get the key from shared.relish.pl/relish/origin...key.pem
