The Mina [hna] UDHR translation is Gen [gej] #58

OHCHR names it "Guen (Mina)" and indicates it is has 320,000 speakers in Benin and Togo. This matches with Gen [gej]. See also https://en.wikipedia.org/wiki/Hina_language vs. https://en.wikipedia.org/wiki/Gen_language. The Long Now Foundation also identified it as Gen: https://archive.org/details/rosettaproject_gej_undec-1.

I’m not sure what to do with the ohchr attribute in index.xml and left it as ohchr='hna' because the links like http://www.ohchr.org/EN/UDHR/Pages/Language.aspx?LangID=hna don’t work anymore. The link https://www.ohchr.org/en/human-rights/universal-declaration/translations/guen-mina would work in this case.

The original thinking was indeed to use the ISO 639 code as the identifier of a translation (may be with other pieces, when we have multiple translations). However, that also means that identifiers of translations are not stable, as when we discover that the language of a translation was misidentified. This has been resolved in favor of stability for a few years now, and lately, the new translations are just numbered.

So I am not in favor of the first commit. Yes, it is unpleasant that udhr_hna be for some language other than Mina, but we have a mechanism for tracking the proper language, as evidenced by the second commit. We have no real mechanism to track a renaming of a translation.
