Description

Run Django setup tools and push them to a new branch (maybe 'develop'). After 'To Close' is done, push to master.

Django successfully setup and it can be pulled by other group members (after they've set up the proper environment) so that the rocket ship start up screen is shown after running 'python3 manage.py runserver'
