.gsvrc instead of gsv.json #15

We could support any of the following formats leaving it up to the user to decide what fits best with their repo?

gsv.json .gsvrc package.json gsv section

Or if it's most common to use the . naming convention, I'm fine with that!

It sounds like the . version is there only one not being supported now. I see that and the package.json being the two most conventional ways.
