What

This Pull Request updates the Issue and Pull Request templates

Why

This Pull Request is needed because it adds consistency to the templates and makes them slightly easier to use (imo).

How

This feature can be viewed/tested within the project by reviewing this PR, we already know the templates work. Just make sure to check out what they look like when rendered as HTML, with this button: click here

Merged regardless of Travis CI status, either the emulator wouldn't start or there were unexpected failing androidTests (likely due to a crashed emulator)
