In the Add URL(s) window there's an arrow button next to the Download button that'll let it change from Download to Add. The Add button adds the download in the Stopped state. If that's not it, then make sure that "Drag and drop URL(s) action" in the Advanced Options is not set to "Add in Stopped state".
If neither of those are it, then it might be a connection issue. In that case, I'll need a list of URLs that are causing it.
An example of a URL is https://speed.hetzner.de/100MB.bin. It is happening with any URL that I add.

The command-line arguments look fine.
Are there any entries in the Site Manager (Tools > Site Manager...) that have been set to be added in the stopped state?
The only other thing I can think of is to delete the settings and start fresh.
So things work when quick file allocation is disabled?
Correct.
I can't think of why that would have stopped the downloads unless there's some administrator issues. Did this happen with previous versions? Try this older version in portable mode and see if it happens with that: https://github.com/erickutcher/httpdownloader/releases/download/v1.0.3.1/HTTP_Downloader_64.zip
It won't let me download any files. They all end up at the "Stopped" state. My OS is Windows 7 SP1 x64.
