Install also when Cython is installed #48

This commit seems to fix the issues reporting when installing pyds9 with Cython installed: #42, #45, #46.

@montefra well, that was "a little" complicated. I'm glad (and impressed) that you got it sorted out!

@ericmandel :blush: You have to thank @embray for the great explanation and the time spent for it. Once he pointed me to the right direction, it took me less than one hour to fix it.
