I have no idea what that's trying to say. Of course the elements have to be arranged in the plane of the diagram, because it's a diagram. The elements should be arranged neatly, but this is not an absolute requirement. The elements do not need to be arranged in rows and columns. The individual elements do not need to be oriented horizontally or vertically, and in bridge circuits they are often oriented diagonally.
Suggestion:
It would be better to leave off the second half of this sentence.
