From Leonid Minkin: 4. Magnetic field of a moving charge. As you state in your book, magnetic field is a pure relativistic effect. I agree with this statement and think that magnetic field of the moving charge does not exist in non-relativistic approach (Eq (28.22)). The detail discussion on this topic is in the draft version of our paper (attached).

The .jpg of the paper is not readable.

If you want people to understand what's going on, it would be better to put the paper on a web site somewhere (in .pdf and/or .html format) and then link to it from here.
