I don't have any problem with following

URL url = new URL("http://127.0.0.1:9515");
WebDriver driver = new RemoteWebDriver(url, DesiredCapabilities.chrome());

I would also point out that it was working before the latest update of chrome
and chromedriver. I tried down grading the chromedriver but it still didn't
work.

I can but it won't be for a week. Just left town for the holidays.
Fyi I'm using c# and visual studio 2013. That's why my codes a little
different.
