Emulation of touch events by mouse is not working in CromeDriver 2.7 #659

Issue Description:
According this issue https://code.google.com/p/selenium/issues/detail?id=5250 
Emulation of touch events by mouse is still not working in CromeDriver 2.7

Steps to reproduce:
The same code as in previous issue. 
Touch events are not triggered by click, drag&drop and etc.

Can you please try with latest version of chromedriver 2.14 and let us know if 
you are able to reproduce the issue. If able to reproduce please share the 
webpage & testcode you tried
