Updating VGM playback to v1.70 #23

GME as of 2013-06-14 is using code to support the older v1.50 spec of VGM; it's 
also completely missing YM2151 playback, which IS in VGM v1.50. VGM is now at 
1.70 and supports many more sound chips for playback.

Please consider updating GME to support chips in the newer VGM spec, thanks!
