Set up single-package buildouts for each of the plone.* packages #26

Most of the packages in the Zope Subversion repository (http://svn.zope.org) 
have a single-
package buildout (that is, a buildout.cfg file) that can be used to install the 
package and run its test 
suite. This makes it easier to ensure that the package works independently of 
the rest of Zope 
encouraging re-use.

The task: Do the same for each of the packages in the plone.* namespace, such 
as plone.portlets or 
plone.memoize. Do not attempt to to do it for the plone.app.* packages.
