Create a Windows installer that installs a buildout #28

A "buildout" is a new way to manage packages. See 
http://plone.org/documentation/tutorial/buildout. It would be preferable if the 
GUI installers 
installed a buildout rather than a custom package layout. This would make 
installations more 
consistent and controllable.

The task: Create a Windows installer (using standard installer development 
tools) that creates a 
buildout.

Note - the Windows installer should not assume that the user has a C compiler, 
Python or any 
other dependencies already installed.
