Ziel's required for install? #1

Hello, I'm new to iPhone and would love to test this for you. In order to
transfer this, I will need Ziel's Interface Tool if on a PC correct? I
noticed you don't supply a readme file, so perhaps here would be a good
place for others to find some quick answers.
