Noto Sans S Chinese and Java incompatible #309

What steps will reproduce the problem?
1. Set Windows icon font as "Noto Sans S Chinese Regular" and set tooltip font 
as "Noto Sans S Chinese Regular" too;
2. Install JDK 1.8.0;
3. Go to "Control Panel" - "Java", double click to launch Java control panel, 
click "Java" tab, click "View" button, click "Find" button, click "Next" button;
3. The interface become unreadable.

What is the expected output? What do you see instead?
Change System Icon / tooltip font should not make program unusable.

What version of the product are you using? On what operating system?
Windows 7 Simplified Chinese version.

Please provide any additional information below.
It also make some other Java application, such as Android Studio unusable 
sometimes. Change icon font and tooltip font back to system font will resolve 
this problem.

additional info: the system and jdk are both 64-bit.
