Toolbar Bug

What steps will reproduce the problem?
1.When you click the white triangle to close the tool bar so you can see 
better it close but when you press select to move it it doesn't fully move 
around the whole screen like it should
2.If im not mistaken this didn't happen in 0.7.5 but it started in 0.7.6 
and is still the same in 0.7.7

What is the expected output? What do you see instead?

Which version are you using?
0.7.7

I think it's always been like that, hasn't it? I'll have to check though.

Well the toolbar moves around the whole bottom screen when it is opened just 
not 
when it is closed
