Have the reviewer suggester take into account the current review load for
potential reviewers (and take vacation into account:
https://code.google.com/p/rietveld/issues/detail?id=495).
Complications:
* How/where to show this information? In the Rietveld UI when a user goes to
check on their review to see why it is taking so long. When the user selects a
reviewer initially, via UI or command line.
* How to calculate "load". Inactive old reviews shouldn't weigh down score.
