Tile Editor? #19

Would be really cool to have a working Tile Editor.

Doesn't necessarily have to be in Java but it is preferable.

Can either create the objects directly and have the ability to export XML. Or can either create XML directly.

@ahuerta0686 , any ideas on which approach would be better?
