Tile Configuration XML separate from Tile System #26

A Tile System can be inferred by the seed and temperature placed in the main window paired with a Tile Configuration.

Separating out the Tile Configuration will allow us to reuse a set of tiles and glue functions for multiple assemblies that may have different seeds and temperatures.

It should be common to run similar experiments on the same tile set, yet with different seeds. Since people specify this on the main window, it is better left outside of the Tile Configuration.
