add riscv64 build #24

riscv64 support was recently added in dotnet sdk and community runtime builds are available for use.

@ericsink i tested #24 and #25 combined in my fork https://github.com/kasperk81/cb/actions/runs/9036188523, seems to work (only breaks at the end of publish flow due to my fork name vs. upstream name).
