Remove double slash from e-mailed links in multiple signoff branch #39

Cosmetic: The emailed links all have an extra (double) slash in them when I have a "/" at the end of my ProjectGlobals variables (consistent with the other ProjectGlobals path and URL settings). $Preferences{Security}{Instances}{Shibboleth} = "https://test-docdbdev.fnal.gov/cgi-bin/sso/"; SSO URL: https://test-docdbdev.fnal.gov/cgi-bin/sso//ShowDocument?docid=4734 The links still work though.

Should be fixed in the latest multiple_signoff_links
