Support for juju local storage [not yet implemented]

Its been added now and tested to deploy on AWS and LXD. Seems that there is some kind of issue possibly related to LXD: https://discourse.charmhub.io/t/remote-lxd-cloud-stuck-when-deploying-with-juju-storage/4118

I'll leave this open while I investigate.
