mC2 settings dialog for mC2dm2 #66

We would like an initial implementation of a "Settings" dialog for the
release of mC2 developer milestone 2. 

Some notes:

1. Remove the "Settings" item in the Sources view(s)

2. Add File -> Preferences that opens a settings dialog, using a win32cpp
TopLevelWindow.

3. Keep in mind that some settings are library specific (e.g. sync paths),
so the user should always have some way to tell whether he's modifying
library specific or global settings.
