Allow primitive-0.9; add Haskell CI for GHC 7.10 - 9.8 #44

Successful CI run at: https://github.com/andreasabel/vector-algorithms/actions/runs/6470936751 CI will run here once merged into the default branch. Removed dead Travis CI.

Includes the bound changes made to primitive in revisions 1 and 2. Tests only build with GHC 8.0 and up; reflected this in the base lower bound.
