Alumni Jobs Bulletin not publishing #3

Recently, we got a couple of reports that this page was not publishing everything.

Temporary work-around: We reverted the XSLT format to a stable version, prior to adding the date to tag title attributes.

Rewrote the XSLT script in Velocity and reinstated the date functionality using Velocity's Date Tool.
