Exploring a significant refactor based off of https://github.com/alpha2phi/modern-neovim

While the core of the refactor is moving from packer to lazy for plugin management, it also includes:

a different project structure
a new dev configuration & commands
different configurations for some plugins I was previously using
some brand new plugins I wasn't using before
