Added the regex pypi package as an extras_require #161

I was only able to check 3.8 locally. So I will eagerly await the travis judgement :) If this is not something the project is interested in this PR can just be closed and I will continue to monkey-patch the library

Oh, I thought there where some auto travis test running on this projects. What do I do now?

Just found https://github.com/erikrose/parsimonious/pull/149 and will therefore close this PR.
