This removes python 3.5 and 3.6 from the supported test suite, adding python 3.9
My actual goal is to add 3.10, which breaks nose. PR #168 will fix this, but needs a small update to land. I cannot get a working version of 3.5 for my machine, though, so we shave this yak, to shave that yak, to shave the yak I came here to shave.
