At the moment, Shiva is geared toward doing everything on the local machine: it deploys where it runs. Harness Fabric or something so we can run this on an admin node and deploy out to several leaves.

Regarding Commander: I really have no reason to use Commander over Fabric: I don't need Chief, and nearly all the features and conveniences Commander had over Fabric have been since implemented in Fabric. Fabric has more features and more support and was released more recently. The one point against Fabric is that its command-line argument conventions are crazy, but we wouldn't expose those.
