Vector Maths #2

I've started working on this already, it's mostly just a port of an old Haxe one I made. I know we could just use something on NPM but that's no fun.

I don't have any plans for Bramble to go 3D in particular, but I can imagine a Vec3 might be desirable alongside the Vec2 that was originally brought up.

Keeping it Vec2 for now, closing this issue as it is implemented and pushed.
