Persistent /trade toggle between restarts #478

Is your feature request related to a problem? Please describe. Kind of. /trade toggle is not saved upon restart.

Describe the solution you'd like Save the value of /trade toggle to YAML/mysql/sqlite in format <uuid>:<value> (true/false).
