HVA nomination committee helper script #77

Lets the nomination committee to get a summary of a quarter's HVA nominations without running lots of JIRA queries on their own to get the relevant info.

Defaults to the last completed quarter, unless you specify a quarter and year (like: hsbot hva info q1 2017)

Example output:

>hsbot hva info
2 HVA nominations in Q4 2016
Nominees:

homer.simpson - 11/2/2016 - Nominated for Drive for Excellence

I nominate Homer for Drive for Excellence because he is always excellent. Simpson!
Homer Simpson! He's the greatest guy in history. From the, Town of Springfield! He's
about to hit a chestnut tree!

Nice job here. I'll take a deeper look at this in a bit, but just from skimming I like how much nicer this one looks compared to our other hva/brag script
