Content, entry points, and link labels don't use plain language or familiar words, terms, and acronyms that users understand.

What if I need help with my application: This header and the content beneath it are not as clear as they could be. The wording makes it seem like a veteran can only contact a VSO (et. al.) if they can't fill this form out themselves. This is incorrect. A veteran is entitled to get help from a VSO (et. al.) if they want it. Please reword this header and the content beneath it so that the veteran understands that they do not need to fill out this electronic form by themselves. That VSOs (etc) are here to help them if they want help or would prefer help. Not "need."
