[Feature] Per-module or Site-wide Default Publication Times #27

Currently when the User makes a new post, the publication time defaults to the current time. This is fine, however a fair number of comics utilize a standardized posting time so an option to not have to change the publication time to the standard time for every post would be useful.

The proposed change is to add Per-Module and/or Site-wide options for a standard post time which will automatically be used on the post creation page. This option should allow for either an exact HH:MM or the option to keep functionality as it currently is.
