[Feature] Order the Timezones in the Installation Wizard by offset, not alphabetically #30

Currently in the Installation Wizard, the timezone picker sorts the timezones alphabetically.

Suggestion

Have the picker sort the timezones by the offset from UTC, this could be done by adding the offset to the options. E.g. (UTC-8) America/Vancouver instead of just America/Vancouver.
