Add automatic downloading capability for Mendel #5

I think that I should really add something that will automatically get the binaries and put them in the library tree, the same way that spip is nabbed by get_spip() in CKMRpop.

I need to check with the authors of Mendel before doing so. There are likely some licensing issues.

I actually did this some time ago, before the TWS workshop in November of 2022. Closing it now.
