When using Foundry v9 with Wall Height, tokens' elevation appears to be ignored for wall height until they are moved or their elevation changed. I've tested that this is not an issue using Foundry 0.8.9 and Wall Height.
Foundry Details
Foundry Version: 9.238
Wall Height Version: 3.6.0.1 (same on latest commit)
Modules Enabled: libwrapper (1.11.0.1) and Wall Height (as above)
Recreation Steps
Create new world, and new scene
Enable Wall Height and libwrapper
Add a user with player permissions
Create two actors, set one as owned by player (Hero) and one as observed (Ally)
On the scene, add a wall from 0 to 9
Place tokens for Hero and Ally on the same side of the wall, so they can't see past it
Set Ally's elevation to 10 ft, so they can see over the wall
Open new window and log in as player
The Hero may be automatically selected - deselect it
The player cannot see over the wall with the Ally's vision
As the GM, move Ally - player can now see over the wall
