not working on FF ESR 52.9.0 and WinXP #63

Turns off VP8 and VP9, but doesn't turn on H.264 and MSE & H.264. That's with either YouTube Flash Player activated, or YouTube HTML5 Player activated.

Firefox ESR 52.9.0 and Windows XP sp3.
