Bump hex_core to 0.8.4 to support licenses validations #267

We currently don't have a great way to test warnings from validations right now, thus I attached the screenshot below.

To note, in rebar3_hex (master) we do in fact have a good way to test this, I'll make a patch for that branch soon.
